Overnight, the NHS app was updated to provide an NHS COVID Pass(port) which has been introduced before the Gove review is published - all after The Public Administration and Constitutional Affairs Select Committee found there was "no justification" for them.

No one will be surprised to know I am against this.
Scott mentions nonsense narratives, so I'll give you why all this is nonsense:
The government say that vaccinated people must still keep to social distancing, mask wearing and the like.
Therefore, their narrative is that the vaccine changes nothing. They are saying a vaccinated person can still catch and/or pass on the virus.
At the same time, the government are saying that vaccination is essential for everyone.

If people are willing to sell themselves and their rights to medical privacy to go on holiday, fine. I won't.
I'm due a holiday soon in the UK. If they make unreasonable demands not in the original contract I will cancel.
This is not the plague. It's an epidemic of government control. If people can't see that by now, with the current levels close to zero, they need to go to Specsavers.
† The end is nigh †

I guess some form of paper Covid passport should be possible. The restricting factor is the amount of security required. Bus passes, driving licences, national passports have photos, but issuing those is expensive. So your idea of using the existing jab card seems to be the easiest runner...

Im in favour but not in favour of the app . Its a bit too much big brother for me an ID through the back door .  A card when you have had the vaccine should be suffice for going to the pub ect . With the electronic passports this could I imagine be added without too much hassle (much like a visa)

As someone who doesnt and never will own a phone that does anything more than ring when someone wants to speak I could find myself on the wrong side of the door if these covid passports are Iphone friendly only

Majority of Britons support vaccine passports but recognise concerns in new Ipsos MORI UK KnowledgePanel poll

A new Ipsos MORI UK KnowledgePanel poll has found the public support using 'vaccine passports' across a range of circumstances. There is particularly strong support for their use for people who are travelling abroad (78%), for visiting relatives in hospitals (74%) or care homes (78%). Seven in ten say they should be needed to go to the theatre or an indoor concert (68%), while six in ten support needing one to go to the pub or eat out in a restaurant (62%), or to go to the gym (63%).

Maybe the public's mood is changing, but phone-ins I've caught over the last few days don't show that...
