We know that Boris means directing efforts and funds to areas that need them, rather than just spreading them more thinly over the whole country, by reducing investment in some areas in order to shift it to others. 


This is distinct from Labour's ideology — in various guises — of reducing everyone's opportunities and well-being down to a common level, mostly by taxing and demonising successful businesses and   


Boris's aims are sensible and fair aspirations as far as we can understand — but we have to wait to see how this plays out...
