Just two points.

You are right that this is the knee jerk reaction to a single action by a deranged Sikh who went armed with  a crossbow to try to see off HM Queen. In the case of the previous murder there was no such review. So it's because the Queen was involved.

Priti Patel does herself no favours, as with all knee jerk reactions, they fail to confirm that the actions of individuals are or were already covered by existing laws. Murder, aggravated burglary are existing laws which covered the earlier offence. Offensive weapon covered the latter.
