Unfortunately the law (is an Ass) doesn't allow it . Criminal damage under the cost of £5K is seen by the Magistrate (max sentance 3 months) though hopfully it a bit different in Scotland

That PDF says nothing about who vandalises war memorials and why, but does say it is quite rare.

Quite possibly little will be done. Seems the norm with many crimes today. But there really is no need to bring your ugly racist assumptions into it, which I very much doubt you can back up with anything resembling evidence.

Possibly but based on tent thieves at motorcycle rallies, (which is a VERY far occurrence,) falling down several flights of invisible stairs before the police arrive, it does act as deterrent. (No comment at all from the police.)

I doubt the idea was fight a war in order  that people can have the crap beaten out of them by people acting like a bunch of Nazi thugs.
