I expect about 1% of the general public will be able to understand that. It is a typical Tory consultation, take no notice of the result and do what they like.

The government has released it's consultation on it's tariff schedule



It is actually a pretty good primer explain things like the difference between bond and applied rates, agri tariffs, what "MFN" means, FTA vs MFN etc



It also sets out some ideas and directions going forward
