Just Eat and Uber Eats do. Also the parking charges you refer to came in 5 months ago, so yet more dramatics about overnight closures.
The car parking charges have only just been increased again.  The charges you refer to have now been increased.
I did not state over night closures but it there have been a number of town centre business closure in the last few days. No Uber eats in the area, or Just eat, that will deliver without a large minimum order cost or delivery charge.
I also stated there are other factors but the latest increase in car park charges are the straw that has broken the camels back for footfall, in town centres.
I expect a lot more closures.

That slow decline has been happening for years, the sudden increase in town centre business closures has happened within days of the increase in car parking charges. (Plus Amazon does not deliver freshly baked pasties.)

I can explain it to you, but I can't understand it for you.

Amazon is the big factor, same day delivery.

An immediate effect of Cornwall council raising car parking charges recently appears to be an outbreak of town centre businesses closing down due to a sudden drop on footfall. (There are of course other factors, but the rise in car parking charges could have been the last straw.)
On the other hand out of town business with no problems with parking seem to be thriving.

I suppose these things take time to filter out to the shires and beyond but we saw this in Croydon starting 20 odd years ago .
Shoppers just went elsewhere due to parking charges , Bromley benifitted at first but that council went the same way . And ended up the same .

The Westfield group were due regenarate Croydon centre but have now pulled out .We are left with a town of empty shops homeless in evey doorway and the stink of piss filling the high street that used to be a thriving shopping centre . And all because of the greed of councils who saw car parking as a cash cow .

As you say there are other factors like business rates , cost of energy and such like that effect the viability of businesses but when nobody is turning up to buy anything it sort of becomes impossible .

The knock on then effects the service industry ,  the local pub shuts and there is no longer reason to go anywhere near the town centre finnally leading to those that have soildered on to throw in the towel .

Free car parking is an absolute must for a thriving town ,that councils don't see it says everything you need to know about the halfwits that get elected into such positions
