It seems that to have a "strong" passport, means having foreign policies which are either neutral or wishy-washy.
I suppose a British passport is weak in Iran, but strong in America?
A Japanese passport might be strong in India, but weak in China.

At least we don't have those awful weak burgundy passports any more ;)
