Perhaps but if bills are deemed amendable they can add amendments with some chance of watering down whatever is proposed. It creates a very dodgy situation.

While the opposition holds the power why would they risk a GE? They can get their own way without any reference to the electorate. A golden egg has landed in the opposition nest of vipers. There is something very wrong about a system that allows this.
