Probably a bit of PR.

Unless it is about a holiday cottage in Dorset, the travel business is largely about sending Brits abroad to pump their savings into foreign economies. So putting a damper on foreign travel makes good sense to the UK Treasury. That said, since the Brit's favourite occupation is to pee away all the money he has on having a good time (closely followed by peeing away all the money he does not have), the government has to go through the motions and pretend that it actually approves.

I know there's plenty of people complaining they've been sold down the river by the British govt, but they knew the risks when they decided to go on vacation. Tough, if they couldn't get back in time to beat the quarantine. Simple rule of thumb: don't go unless you have to, or can afford the two weeks in quarantine when you get back.
