Health & Safety is drummed into everyone these days from a brickie to senior management. 
Seems a good thing when we see what risks some workers in the Far East and elsewhere have to take. But it can backfire in emergency services when management — and even front line personnel — hold back because they're unsure about whether they're up to date with the appropriate training.
Remember the PCSOs who refused to help a kid out of a pond because they weren't trained, so called for back-up?   
Their bosses supported them because there could have been claims against the Police had the PCSOs been injured. The name "Plod" is about right in that case — too steeped in rote-learned regulation to actually use initiative...
On climate change — we're talking, we're beginning to act, but we're still not doing enough...
