And the enquiry continues,the emergency services are not coming well out of this.

Not the people on the ground though,Firefighters turning their backs at debriefs on senior officers,Ambulance personell begging to be allowed to go in,people saying it's our job what we're paid to do.
Management paralysed and I'll be accused of partisanship but what bloody use is Burnham in all this?

Health & Safety is drummed into everyone these days from a brickie to senior management. 
Seems a good thing when we see what risks some workers in the Far East and elsewhere have to take. But it can backfire in emergency services when management — and even front line personnel — hold back because they're unsure about whether they're up to date with the appropriate training.
Remember the PCSOs who refused to help a kid out of a pond because they weren't trained, so called for back-up?   
Their bosses supported them because there could have been claims against the Police had the PCSOs been injured. The name "Plod" is about right in that case — too steeped in rote-learned regulation to actually use initiative...
