Even the modern raising inflection imported from Neighbours wouldn't help.

£400 million is not a great deal of money. Why wasn't it paid earlier? It happened more than 40 years ago, and now there is a rush.

I'd guess that there are a number of serving and past politicians, officials, and health service supremes responsible for the initial catastrophe, and the following cover ups. 

Perhaps the logjam to apportioning blame and making payouts has now cleared through retirements and other reasons...

This seems a bit strange to me. Government ministers are not exactly known for wanting to throw money away. Are several Tory backbenchers among the claimants ??
