Just reading the few lines reported here its quite obvious the guy was riding his pushbike without due care . Send him down .

It does make a welcome change. (Unfortunately official data for deaths
/injuries caused by cyclists is flawed as unless it happens on a public road such deaths/accidents are not counted in the Road Traffic deaths/incidents data.)
