Here is an excerpt for those over 70 and those currently shielding:

minimise contact with others outside their households, but do not need to be shielded

Of course, people are free to remain at home if they prefer. However, the document makes it clear that we are unlikely to be free of the virus at any time and that a vaccine is far off and may never be found.
