Crop picking in Cornwall and nationally has been predominantly run by gangsters, sorry gangers for at least the last two decades.
They will not employ local people.
That criminals run so much of it and modern slavery is involved as well is a national disgrace.

But not for commercial crop picking that needs a lot of labour.  More and more crops are being machine picked/lifted/packed.
