Any devolution in UK, or at least in the Great Britain part of it, should have been on a regional basis with each region being granted the same devolved powers.

Simply put, The Conservative Party's proper title includes the word Unionist which means any Tory favouring devolution should generally have been thrown out of the party as a heretic.

Devolution as implemented and plotted by Blair is of course a godsend to the tories, who, when the scots bugger off will no longer have those seats (most of which they never held since the act of union) opposite them, and when the welsh follow suit another thirty odd opponents will vanish leaving labour aspirations of government of Little England as a hopeless fantasy.
