What about those who self isolated in April and May when no tests were available?

I have lost track of the numbers tested and proved infected but surely if they have recovered they should be out there. Has no-one thought that locking up even those who have had the virus and got over it, is using a sledge hammer on a nut? Surely it's not beyond anyone's wit to do something along those lines. Are they worried that some will lie?
