It's not just London they are thinking about. The justifications are all around us if you are prepared to see them.

I don't particularly like it Scott, a lot of people are going to suffer for a very longtime for the sake of trying to buy them a little time.
Just because I don't say anything, it doesn't mean I haven't noticed!

Well not exactly true either, the majority did follow the rules last March and Summer came and the economy became the major factor with the virus infection dropping like a stone. With plenty knowing it would be back with a vengeance come the winter flu season. So the best that could be said of it, nobody was prepared for the big return.
Just because I don't say anything, it doesn't mean I haven't noticed!

Had most of that happened earlier, maybe we'd not be where we are now.

They should have done that last March .  We would be talking about it today over a pint if they had

But we are where we are ,we haven't really had a lockdown just a please thank you from above to mind how we go . Too many have ignored or wilfully rebelled against suggested behaviour so if it comes to  a harder approach that we MUST do as we are told so be it .
