What part of stabbing two people to death needs to be emphasised to show that not enough expertise, money and time was put into assessing, while in prison, the danger he posed to the public...?

Scandal brewing' as thousands of suspects released

More than 93,000 suspected violent criminals and sex offenders have been released without restrictions by police in England and Wales since 2017, figures obtained by BBC Newsnight show.

People suspected of offences including rape and murder have been among those "Released Under Investigation" (RUI).

Richard Miller of the Law Society said a "major scandal" was brewing over the way RUIs are being used.

The Home Office said the cases must be regularly reviewed and managed.

In 2017, the rules on pre-charge bail changed, making it more difficult for police to keep suspects on bail beyond 28 days.

The overuse of RUIs, Mr Miller said, is the unintended consequence of the changes.

What ever happened to the three strikes and you are inside for a long time the Government spouted, we should have introduced the Boot Camps they talked about for juvenile offenders, run by former RSM's everything at the double a boot up their backsides, there is no or little discipline in the UK anymore.

It all takes time and money, and one government would rather throw a bag of money at the problem, rather than have open ended investment in long term effective and meaningful treatment of criminals that subsequent  governments can ridicule or take credit for — it's a bit like the treatment regularly meted out to education and the NHS.



Some serious offenders should never be freed, some need very careful assessment and study before they can rejoin society. And there's nothing wrong in deporting foreign nationals who commit serious crimes. But the aim should be to reduce crime, not just bang up offenders. All offenders given custodial sentences need thorough assessing to find out their psychological condition and educational standard and monitor their release dates. This could show who could be helped to stay out of trouble. But all this needs lots of cash, trained staff and good facilities.



England and Wales currently have the highest per capita prison population in Western Europe. Cutting re-offending could reduce the overall figures by around one third...!

McCann was originally given an indeterminate sentence back in 2008 following a terrifying raid on a 85-year-old pensioner's home. That meant he was only allowed out if the Parole Board deemed him to no longer a danger to the public.

The turned him down for release three times but freed him in 2017 after he took courses in 'thinking skills', 'victim awareness' and 'building healthy relationships'.



But soon after his release, McCann was back to his old ways, committing another burglary for which he was sent back to prison.



This time however, officials wrongly categorised him and mistakenly granted him automatic release after just 18 months, when his previous sentence meant he should have gone before a parole board.



Now the trial is over the Police have confirmed that four men and two women were arrested for assisting him during his rampage, all realised under investigation

Now look at the sentencing. They should have got a custodial sentence.


Too bloody true,it seems those who affect corporations often get time,physical violence is often treated as of no consequence.



TBH you see people in the emergency services routinely facing  facing physical assault which IMO merit an automatic custodial sentence.



Also ordinary members of the public should be able to go about their lives without facing what these two did.
Energy....secure and affordable,not that hard is it?
