That article is short on detail, the legal minimum rendering temperature and time being a major omission.

It isn't banned in beef cattle.

Feeding herbivores animal products always seemed wrong to me even if the mush is cooked at 150 deg C.   
Problem is that consumers want beef, chicken, lamb, etc, and the only ways to meet demand is to import, and rear intensively in the UK.   
Pig and poultry factories seem to have the public's blessing. But intensive beef factories are still not widely established in UK, though where they are, and when they are, there's ample opportunity for feed suppliers and farms to cut corners and save money...
On climate change — we're talking, we're beginning to act, but we're still not doing enough...

It is a subject I have been studying for decades and investigative journalists like the formidable Élise Lucet have exposed the politicians taking the bribes and the "scientists," getting paid by the companies to come up with "favourable," research.
Despite the reputation of British politicians being corrupt, there is as yet no evidence of them taking "bungs."
Shares in a brewery,pub,golf club and Palace are all plausible.......but growth hormone? I think not. :P

Well, let's be honest, we managed to produce a real public health crisis with BSE/CJD only 30 years ago.
We are not immune to producing meat which should not be eaten.

True, however allowing the import of cheap below UK standard food is putting a very big spanner in the works.
