Khan is voicing much the same ideas as Greater Manchester's mayor (and other mayors, and public opinion polls) but without the personality, charisma or national coverage of some others. So, provided landslides and volcanic eruptions don't happen, I see Andy Burnham ahead of Sadiq as a Labour leader in waiting...

One London Mayor has made it to the PM's office.
Perhaps some other Saddo will make it too. He will then have jurisdiction over England as far as masks go. Maybe he doesn't know it is a devolved matter for Wales, Scotland and Northern Ireland. I wouldn't be surprised. He's a lawyer, so not that bright.
