Well, I am not saying Barry could do it on the scale of Shell and the Chinese Smurphy, but a smart chap like himself with a few neighbours willing to chip in, could well save themselves a fair packet with a bit of thought.

Well I reckon a man of your talents Barry could also find a way to bypass that. You aren't dealing with rocket scientists you know. Without doing anything dodgy of course, I bet there are ways where they end up paying you.

I have this plan, reduce the price of batteries reduce the price of cars, make the components locally reduce the cost even more, make all parts recyclable just keep turning out the same components again and again.  Make said factories self-sufficient in energy reduce costs even more, meanwhile while the government works on ways to tax everyone off the road, the London mayor works on more ways to fill his coffers, saving eco systems and making people's lives a little easier doesn't have to be brutal or keep them on a never-ending treadmill.
