He needs to have policy and people in place at least 18 months ahead of an election announcement to have any credibility.

There's always someone forecasting an election after any government move or statement or even for no discernible reason at all. Sometimes they happen, and the predictors claim their special insights guided their pronouncements — but more frequently they don't. At the moment I can't see any reason to bet on an election so soon after a reshuffle, although "within two years" seems a strange hook to hang "early" on...
On climate change — we're talking, we're beginning to act, but we're still not doing enough...

It makes sense. Things can't get any worse in Scotland and the Labour party can only get better, so I imagine that Boris will take advantage of his lead and go to the country as soon as possible.

Looking at the latest opinion polls I doubt Bojo-The-Clown would risk a general election any time soon.
