What is China about?

Reading today about China's new missile that can circumnavigate the world (which it did apparently in August) and then drop wherever they want with a nuclear bomb onboard without ever being detected makes me a tad concerned. Is it just a threat? Would they really use it? Are they crazy enough? What would be left of the world for them to dominate if they did use it?

Is anyone really taking the threat of China seriously?
