Its compulsory that anything that is linked to the eu comes with a delay which is doubled when you throw the French into the equation 


Everyone knows if your fishing for Cod in the North sea , Tuna in the Scilly Isles,   or sticklebacks  in  Purley fountain you need a licence . Its not a row over fishing rights , its a failure of competence
