It's a catch-all term for scandal - and the opposition parties are trying to pin it on Boris Johnson.

Generally something OTHER parties do.

Its funny but nobody ever made much of a mouse about the Tories actually BUYING the support of a member of the assembly but when the Pakistan born father of our current conservative assembly member got elected for the cottage burning nationalists he demanded a free job for his daughter as the price of staying in their party, and their leader refused to be blackmailed. The Tory leader at the time was happy to bribe the guy with a cushy assembly job at public expense so he jumped into bed with the Tories. 

I don't think the Cottage Burner leader realised that even those elected on party tickets under PR were not sacked and replaced if they rejected the party whip.

The corrupt shitbag was courted by the Tories and on his death his daughter took his place.
