Ok, now first of all as soon as I saw your post i blinked and saw the menu item for messages had vanished.  I see it's back now.

But to address this supplementary question, if you look below my avatar on the left you will see an email icon IF the account holder has clicked in their profile that they will accept email from other members. So your answer is THAT email facility ....
