It's more to do with it being an age old problem. It's too big, it's not controllable and hasn't been for a very long time. I experienced this on a very small scale in my own business when it grew too fast and developed a life of it's own. It took major readjustment on my part to control it.

I believe that the NHS has never looked at the problem and has developed a culture over many years where their focus has been only on financial demands to the point that efficiency and economy has been swept away. For a short while I was invited onto the local NHS board. I was sick to my stomach when just before the end of the financial year they discovered unspent funds. They refurbished the offices with desks, carpets and art work in order to be spent out before the next round of finance requirement discussions. My own recent experiences in hospital pointed out dramatically the inefficiencies and wastage beyond my comprehension. Multiply that over hundreds of wards in my region and then multiply it again with all the others nationally and we have a colossal problem.

According to some workers in the HNS, you are exactly right.

The NHS, so praised by many irrespective of their political views, has not been living up to its high reputation for decades — and it's largely the result of power struggles and incompetent managements at local, regional and national levels.

When government has needed to step in, it's mostly because of management failings, not clinical failings...
It's also clear that govts for decades now have put  so called improvements in to place based on political  ideals rather than what's best for the nhs to provide for the nation.

The movement of those elderly to care homes at the start of the pandemic without testing for Covid has been deemed unlawful in the High Court. I wonder now which heads will roll. I see too that the NHS is at the bottom of the world wide scale of success in some health care areas. USA is lower.

We have a serious NHS problem. Throwing money at it is not the answer.

On climate change — we're talking, we're beginning to act, but we're still not doing enough...

It's better than nothing, but they shouldn't have tested them, either, as the PCR tests didn't work.  Should have stayed in hospital.  Also need investigation into midazolam.  This is the tip of the iceberg of the crimes they committed.

Not much I'd guess those who make such decisions if they do usually go on to  a similar job and pay.
