Not a fact at all.
The CPS will not be involved in a decision over fixed penalty notices. The Police will make that call on their own, as the Met did.

Remember, Starmer claims he was never involved in a particular high profile decisions as to whether some people were prosecuted.
Which sort of makes one wonder what he used to do all day at the CPS.
