Maybe the councillors just reflect their constituents.
Well they cant actually go bankrupt , the government just steps in and puts the  council on notice but yes in effect thats what happened . 
I couldn't believe people still voted for the thieving bastards that have been running the council but at least they haven'y got a working majority and with a conservative Mayor it shouldnt be as bad as it was .

Saddo though pushes on with the housebuilding ,well at least he seccured government funds for it

£8.8 Billion not to be sneezed at I suppose but affordable ? Dont think so ,they will probably end up as very expensive social housing like in my borough .

And thats the problem , too many people namely councillors getting involved in an industry they know little about in the hope they can trouser a few quid without anyone noticing .
