Those prices look like Rubles to me. Just checked Trolley.co.uk and there is as expected a big difference between ultra low; cat wouldn't touch it, budget and premium brands.
Tesco do a very cheap can of flakes for 50p 3p per 100g) but the main range of popular brands is between £1 and £2 per 100g with one premium brand hitting £3.95 per 100g

If Tuna is regarded a luxury product for the affluent and only sold as a Premium product, maybe its not that much more?
Interesting to have a look at the price of more typical staples.
