Migration: Moving target Tories keep trying to hit

How did a promise to get net migration down to the "tens of thousands" go unfulfilled for 13 years?

There has never been a will from any government to reduce migration to tens of thousands .  That wouldn't even cover the number of Brits leaving . 
What there needs to be is an honest debate as to the numbers , the what and why and the plans for the countries infrastructure . Is there a limit to our population and where is that population coming from .

You would then have a choice between Conservative unrestricted immigration ,Labour unrestricted assisted immigration or No to little immigration prefered by right wing parties
