I don't think Starmer was thinking about Scotland when he said he will ban smoking in beer gardens . The details of this smoking ban haven't been released yet as its still in the lets see what people say about it first stage . 
Seems like a hard to police idea to me ,if you can't smoke outside the pub the smokers will just move down the road , how far will they have to go to be outside the ban zone ? Then what  no smoking outside someones house , no smoking in the high street ,its just a nonsense poorly thought out idea that will be laughed at
