Is anyone else finding the forum slow today?

The queries bit refers to the time taken for the database to prepare and return the data / information from which the page you see is built. If that time increases significantly it means the database on which the forum posts etc are stored is either having trouble returning information through extra workload, or through the processor handling the web front end having a high workload. 

once the page is ready to be 'served' to you it is sent to your browser as a response but the time taken to do that depends on a multitude of things. Cables being destroyed by Russian submarines for example may require the data to come via the pacific or Indian Ocean as opposed to across the Atlantic. 

more mundanely if you and I are using the forum at the same time, images and the like may be 'cached' at telehouse in the dock lands where many ISOs have big servers,  so your retrieval of an image stored in a stateside server may take a while to get across the pond, but as soon as one of us fetched it, anyone else asking for the same image is given the copy made here rather than go do another remote fetch.

tbe Whole business depends on multiple factors and when something seriously newsworthy - like a prime ministerial coronation come stitch up comes along its a fight for every kilobyte across millions of users ....

When a server load  is high, it queues queries and then deals with them in order. It could queue them for many seconds, then the query gets to the forum software, it responds and that is the time you see on the page. The queue time is not measured or counted in your 0.076 seconds. It is annoying, though, and likely to put people off, unfortunately.
I doubt there is anything Nick could do, apart from change to another host, but there's not much point.
