let's deal with those requests for timing figures first.

im sure you understand the forum software is built from a server that interrogates a database to assemble your page. The queries take a finite time and the value reported is a measure of the web servers ability to assemble your page to serve to you. An increase in those times indicates a problem, or an overload, or an issue in need of investigating between the web server and the database. But it is clear to me from your posts and your description and the posts of others here and my own experience at the time that this clearly isn't the issue 

I have experienced some delays not just on this site but others as a direct result of network wiring issues between my router and the exchange, and the exchange and the ISP HQ. These occur from time to time and affect my whole internet experience

but you are saying this is particular to your use of this site.

as a developer of some years I can offer only one explanation.

first, your internet connectivity between your laptop/ desktop / phone and THIS SERVER is having problems. And by that I mean there is a serious difference between the time to PING this web server, BBC News, noip.com, and other sites you KNOW are local to you. I give the bbc and noip.com because I KNOW where those front ends are and where the high speed links route to. There is a TRACERT or TRACEROUTE commend in Linux that would show me how your access to the server is routed and how long each step takes.

There is also the issue of caching. Almost all hosts along the route taken to the server will note what files you ask for and cache some. So the forum masthead must be downloaded across the Atlantic once, but thereafter it is cached in telehouse London, my isp in reading, my friends isp local hq in Truro etc. and if you call for the same image, you get the one he called for, from Truro, not the original in America.

and so on.

now im sorry to say it but the issues you report suggest a problem between your machine and the server. Because if it was the server we would all see it, and we don't.

I would strongly urge you to explore those traceroute commands to determine what intermediate hosts your connection is using.

one more thing. I have from day one offered virus diagnosis / interception for free. Because a few years back a bloody idiot let his teenage son go surfing snd all the porn sites he visited filled his PC with spam bots. As a direct result of just one such pc in this estate, EVERYBODYs ADSL speed utterly tanked because this twonk was nicking all the upstream bandwidth.

you CANT do anything about that yourself. twenty people in the street had their internet fucked over by one asshole who just happened to be hogging the capacity allocated to the street. The difference after I found and eliminated that was incredible

that was ages ago and I hope ISPs are better at their job these days

but I do wonder. 

It could be literally anything causing this but I assure you it isn't the web server and it's sub components as if it were, we would all be in that state you are
