The purpose of this bill is to assert the primacy of parliamentary law making over law by legal precedent.
It doesn't change the rules, it effectively resets all legal precedents. Asserts the primacy of UK courts and gives guidance to it's interpretation.

So it's addressing all the stuff that the UNHCR allows, but has not been used.

Closing the abused loopholes like the "right to family life" being abused. Or the precedent to offer asylum to someone who is currently in a safe country.

The primacy of "legal experts" is exactly what this bill addresses.
I think the country broadly agrees that current operation of the UNHCR rules has been a piss take for a long time.
Endless Daily Mail stories of bureaucracy gone mad. An army of very wealthy human rights lawyers.
Multiple and seemingly endless appeals to every asylum decision and so on.
